Answer Proliferative diabetic retinopathy with rubeosis iridis and angle-closure glaucoma. Although other proliferative disorders such as ischaemic central retinal vein occlusion may give the same appearance, the lacy vacuolation is characteristic of poorly controlled diabetes mellitus.
